In his new position, Captain Healy will oversee the EnCon Police Division’s enforcement of commercial and marine fishing laws and law enforcement operations in Connecticut’s three major shoreline parks.” Background Information A graduate of Central Connecticut State University with a Bachelor’s degree in criminal justice, Captain Ryan Healy joined the EnCon Police unit in 1994 and has spent his entire career as an officer in the Marine District. Prior to becoming a Conservation Enforcement Officer, he was a commercial fisherman and has a U.S. Coast Guard 100 ton pilot’s license. In 2006, he was promoted to sergeant.
